Stupid Question - how to register a new employer?

I'm really sorry for the stupid question but it's been a while since I've had to set up a new PAYE scheme for a client. I used to call the new employer helpline and do it over the phone, can this still be done? I can only find the online registration but it seems the client has to complete this themselves, is there any way I can do the registration?
